Permanent Immigration Ban due to Drug Use

On Pinoy Panawagan, we received this question from our viewer named Hazel:

My husband was permanently banned from entering in the United States for admission of drug use, during his medical interview at St. Luke’s. This happened in 2003, where he admitted that he had used marijuana in his early 20’s. Right now, I am a U.S. citizen as well as my son. Is it still possible for him to come here in the United States?
