“My brother’s fiancee arrived from the Philippines, and they’re getting married next month. Her fiancee’s previous marriage was recently annulled, and her proof of annulment is a paper stating a dissolution of marriage, but said form has not been authenticated yet or does not have a red ribbon on it. Is this sufficient proof of capacity to marry?”
